Job summary

To provide effective leadership in the management of areas of the Estates Operations and Maintenance Section as above and assist in the development and implement Estates policy action plans.

Responsible for Controls and Low Technology Medical Device section workforces and their day to day provision of maintenance to the Trust.

To support the Electrical Estates officer in the safe operation of HV and LV electrical systems as required.

To be accountable for the productivity output of the controls section and to ensure that standards of workmanship are maintained above agreed limits in a safe manner.

To provide effective technical support to controls section and other staff in order to ensure the reliability and efficiency of plant and equipment are maintained.

To identify and advise on training requirements within the controls team and other tradespersons and users interacting with systems.

To order materials, services and authorise payment of invoices regarding the controls section.

To assist in the co-ordination and development of the Departments quality system.

To take a lead role in building automation and technical electronics and computing based equipment.

To Deputise for the Estates Operational Estates Manager in his absence.

To manage the training and development of the control and low technology medical device teams.

Main duties, tasks & skills required

Advise the Band 7 Estates Officer (Operational) on all aspects of the Operations and Maintenance duties of the control section, particularly;

Ensuring efficient and effective maintenance and operation of plant, equipment and services.

Implement a planned preventative maintenance system in all significant areas of the Trust to an agreed programme, and in new developments of the Trust at commissioning stage.

Implement procedures for operations and maintenance which include the requirements contained in DOH Guidance, Codes of Practice, British Standards, HTM's, Guidance Notes (Health & Safety, etc.) and other similarly accepted standards.

Ensure directly managed staff comply with Trust policies, procedures and work instructions.

Obtaining costs and quotations where necessary for goods requisitioned, all in accordance with the Trust's Standing Financial Instructions.

Advises Estates Manager of major failure of engineering plant, equipment and services.

To work outside normal hours and overtime in emergencies and in order to carry out repairs and maintenance which are not possible during normal hours.

To manage the team maintaining the low technology medical devices that fall outside the scope of the medical engineering section, ensuring standards of workmanship are maintained and productivity at levels required

To support the Trusts security manager as required on matters including but not exclusively of door access and CCTV.

Person specification

Qualifications

Essential

Relevant GCSE Qualifications or A/O Level equivalent

Qualification in Mechanical, Electrical or Building Services Engineering AND BTEC/HNC in Mechanical or Building Services Engineering, or applicable equivalent.

Qualified and Experienced as an Appointed Person for High Voltage and Low Voltage Electrical systems.

Desirable

Post qualification training in a broad range of related specialist competencies.

Experience

Essential

Completion of a structured training program in Mechanical, Electrical Engineering or applicable equivalent for a minimum of 3 years, at least 2 years post training site experience, at least 3 years management experience in a similar position and background in Mechanical/Electrical Engineering, equipment or Building services or applicable equivalent installation, alteration, maintenance, fault finding and project management. 

Desirable

Previous experience of working in an Acute Hospital environment

Good leadership, fault diagnosis, keyboard and communication skills.

Ability to produce reports and communicate with senior manager

Knowledge of sound engineering practice.

Proficient ICT skills to include.

Knowledge of specialist systems including but not exclusively, BEMS, Security, Door Access, CCTV, Nurse call, RFID, Networking for example

Technical Standards i.e. HTM, British Standards, H&S.Available for on-call duties.

Available for undertaking overtime.

Punctual and reliable.

Ability to communicate at all levels.
